Abstract

"Legislation requires public authorities to conduct an Equality Impact Assessment (EQIA) where a proposed policy is likely to have an impact on equality of opportunity... The purpose of this document is to record the findings of the EQIA [on proposal to introduce a flat rate of pay for prematurely retired] and invite comments. " - Page 2. "What are the aims, objectives and purpose of the proposals?: To reduce the cost of substitution cover in line with the recommendations of the Public Accounts Committee; To discourage schools from employing prematurely retired teachers by making them responsible for the associated cost; To discourage prematurely retired teachers from seeking re-employment by limiting remuneration to teachers who have been compensated for leaving employment early; [and] To encourage schools to give temporary or substitute employment opportunities to newly or recently qualified teachers." - Page 9.
