Abstract

The purpose of this guidance is to: ensure that all families who have children with special needs or a disability have access to and a get a good quality service from Sure Start programmes - ensure that all the partners in Sure Start programmes consider access and quality issues when designing Sure Start programmes - help programmes develop an awareness of and respond appropriately to the needs of families who have children with special needs or a disability - help programmes to build and share knowledge about existing information and support available to parents and carers of children with special needs or a disability.
