Additional Information: This paper considers the school starting age of children, and explores the form, content and funding of early years educational provision internationally. While there is no clear agreement on an optimum school starting age, there is a degree of consensus on how children aged from three years should learn: in particular, that guidelines or curricula should emphasise areas of learning, communication and responsibility; and focus on play and activity for children.
